Governor Hutchinson 5/1/2020 Press Conference- Numbers and Salon Restrictions

Governor Hutchinson Press Conference- Daily COVID-19 Update 

  • 3,255 yesterday; up 66 today to 3,321 cases in Arkansas 

  • 1,973 recovered 

  • 1,284 active cases 

  • 5 were from correctional facilities 

  • 23 on ventilator 

  • No new hospitalizations- at 95 

  • 3 additional deaths- 64 total 

  • 23 deaths are nursing home related 

  • 229 cases in nursing homes 

  • 142 staff from nursing homes 

  • Rolling average of new cases is on a downward trajectory 

  • Hospitalized toward a downward trajectory as well 

Lifting restrictions: Reopening barber, cosmetology, massage therapy, body art, and medical spa services May 6  

Phase I 

  • Ten or fewer people in facility 

  • Larger facilities, no more than 30% of stations in operation.  

  • No walk-in appointments 

  • Clients should wait outside or in cars until ready 

  • Time set between appointments for cleaning 

  • 6-foot distance between clients during appointments, in wait area 

  • Client names, contact information recorded 

  • Vulnerable populations should consider staying home 

  • Face coverings required for staff. Clients must also wear as services permit.  

  • Gloves should be worn 

  • Hands must be washed before and after services 

  • Screening of staff and clients 

  • Postpone services if any symptoms, even if attributed to allergies 

  • Thorough cleaning and disinfection 

  • Schools not included (wide open cosmetology schools are still restricted to a greater extent) 

Phase Two- (as long as numbers continue to go down) 

  • Increase number of people allowed inside 

  • 6-foot distancing maintained 

  • Screenings continue 

  • Face coverings should be maintained 

  • Consider allowing walk-ins 

  • In-person instruction at cosmetology, barbering schools may be possible 

Phase Three 

  • Normal operations resume while maintaining good infection control

  • COVID Relief initiative- grants for those organizations addressing hardships created by COVID-19
